Project Summary

McConnell Dowell were awarded the contract by the Joint Venture of Petrofac South East Asia Pte (Petrofac) Saipem S.p.A. (Saipem) and Samsung Engineering Co Ltd (Samsung), (UJV).

UJV were awarded the engineering, procurement, construction and commissioning services by Thai Oil Public Company Limited’s (Thai Oil) in 2018 for approximately USD 4 Billion with the overall project due for completion in 2023.

The project will transform the existing oil refinery in Sriracha, Chonburi, into an environmental-friendly facility, which will produce higher quality transportation fuels.

This is an excellent win for MCD and further expands our footprint in Sriracha with the recent securing of the Pump Station package for Thai Oil. The project provides MCD with the opportunity to further develop the relationship with Thai Oil and grow the in-country team. Also importantly demonstrates the possibility of new awards.

The project will also increase the refinery’s production capacity from 275,000 barrels per day to 400,000 barrels per day. The contract includes improvements and expansion at the existing facility as well as the addition of new complex processing units, all required utilities and supporting facilities. MCD’s scope of work includes earthworks and civil works in both greenfield and brownfield areas.
